Grantham School Board Meeting - April 6, 2023 Public Hearing - to withdraw up to $50,000 from the Playground Expendable Trust fund #590 and $75,000 from the school Construction Fund #552

screen recording okay welcome to the Grantham School District public hearing and board meeting it is text 6:31 p.m. we are going to officially open the public hearing this public hearing is to withdraw up to $50,000 from the playground Expendable trust fund number 59 0 and $75,000 from the school construction fund number 552 for the sole purpose of completing the playground and GVS grounds crew in anticipation I have your question the school construction fund currently has a balance of $80,548.47 and the grandson playground expend Trump currently has a balance of $51,555.64 just to leave a little bit in both of us funds in case we want to keep them open for future projects the school construction fund we usually keep open in case there are future Renovations that you want to replenish that fun with and the playground Expendable trust fund the board at some point we'll want to think about replenishing or contributing to that fun for the Port project the basketball court and the I don't even know what the slope project going down in the parking lot that's going to be there in Phase 3 project both of these withdrawals were presented as part of the bond hearing last year so these were expected these were expected as part of the cost for the project does anybody have any questions I'll leave you alone questions does anybody hold on honey make sure our chat is open going to move into the approval of the attached I do have three things that I need to add to the agenda that we did not that we didn't have on their two of them where we just didn't have knowledge of by the time that we were creating the agenda so this year that we do every year we need to do the program insurance has to be able to accept federal funds and we have a tight turnaround on that with the deadline for the state so those will be coming for your I'd like to also add that we need to schedule a date for a listening session for the minimum standards review at 3:06 is if we could just schedule a date cuz Grantham had offered to host a listening session and then the third thing I would like to ask is actually I'm going to grab the third thing cuz I'll be non-public so if we can just add the insurance isn't listening session and I don't know if anybody else wants to add anything to the agenda all in favor of the agenda as amended but he has the most does anybody want to give us a move okay now we're going to move into public participation so again for anybody at home your way going to type in the chat or you're welcome to read your hand and I can move you in Tucson oh you're is my favorite part we're going to go interview organization which means I am soon going to be able to hand it off to somebody else so select a new Grantham School District board chair so do I hear a nomination for board chair I nominate Edison do I hear a second do I heard discussion I am I willing to accept all in favor and add you want to take it from here to elected a vice chair and secretary so I guess the next order would be for a chair thank you all those in favor and then I got up at 4 any discussion I'm grateful for so I can do this again so the next item on the agenda is withdrawal from the playground a spendable trust fund and draw from the school construction fund $50,000 playground 75,000 from the school construction fund as presented in our open any discussions any further discussions around that give me a fact about the beginning soon and payments need to go in so we have money we have some money for some of the initial work you know for the engineering things like that but I think we are I think of shovels going in the ground in about eight weeks because getting we're getting close is Barry financially Savvy Sochi CDs with the bond that are in as much interest in time for them to come do just when we needed to withdraw those from the bond but these are the funds that we need from these press as the summer comes any other discussion on hearing none motion to withdraw up to $50,000 from the playground Expendable trust fund 90 and $75,000 from the school construction fund which is number 5 by to Soul Purpose I'm putting the playground and TBS grounds projects the first one any further discussion everyone in favor say aye I would also entertain a motion to withdraw $5,000 from school construction fund number 55 to the sole purpose of completing the playground in GPS ground project any further discussion all those in favor say hi get yourself already is so exciting the kids the next item on our agenda is to hear from our school if I was in CVS when she was a student who came to the board to propose a new playground project so how about that so that you can so you should be good to go hi everyone can you guys hear me well now I internet stops working what did you say I got it taken so long and I'm so happy and I can't wait to see the kids and I still there and yeah I just I hope that it brings so much joy and makes our little school a lot better and I'm really really excited I did have some points to talk to you about talk about relation to school and just what the high school's knocks you were doing a good peach tree products right now we're doing a lovely food drive which is a semi-competitive among the advisories and different teams are in school we also just send me a picture of the PSATs which I thought was wonderful our Science Olympiad team took first and second Atacama mother recently went to you and congrats to Alan Wilson home on her research on the effects of infrasound on working memory just a little note for this Amado un went do NYC and they formed very well also our first International dinner was held at the half and we raised $1,800 for Wilsonville kitchen the wonderful and we're also going to be performing our school play trial of the wicked witch and we encourage you to encourage you guys, it is quite child-friendly it's a comedy and like it and I'm excited for it what when is that performance April April May first second and third I believe I can we just take photos for It 2 days ago so the poster should probably be out by the end of April vacation and we can hand those out to you guys if you want some in case you'll probably receive Darlene's. From our teacher that's running it anyways later math team placed second in their state division and one of our robotics teams leave is heading up to what's it called do you want something we should be going to the hospital been real coin the most robotically inclined person but yeah High School some minor social issues that are getting out without the present but generally it's going quite well and personally I think having a great time at High School everything is going wonderfully and there are so many causes that are being supported right now and are being talked to talked about in school I'm sorry it's been a long day for me are we doing great that's great is that weird questions thank you for that excellent report we're very proud of you good luck with rehearsals in the play yeah so I just a quick correction I could go to my calendar thank you for helping to pull it off what is the Stanley competitive email from the teacher says like bring in oil and granola bars for the past week at a job fair in the gym that was pretty cool at I have those Five Guys thicker than a guy over there to fight and summer job there also I'll do that call receiver council elections are coming out so I am trying to fill up my signature form with signatures of kids in my grade and all my teachers amazed I can get so they are wanting 40 I'm still composing my word for it and then I can't remember when the last time I was here was but I don't remember if the Disney trip happened or after that for music departments host of the Disney trip so we all went to Disney over but I was pretty cool very fun experience throughout a 350 city choir we did sing a song long to hug back of Notre Dame so that's pretty fun C spring sports are starting out I don't do a Spring sport so I'm around biking Houston Trail's pretty often so have fun lost in the first round of the tournament got some other tabs bracket so my team lost the first round but then one of our players will be able to play so we had to Forfeit in the feedback is so I was too bad but what was the name of the I remember the name of the winning team but it was vallier and two of her students that water some school and 2:45 just ended his last week and so grand opening today so I was just looking back at it earlier to that cuz I haven't actually got a job open Zoo thank you you're all so busy up there all the time do I have a question did you go to the job fair for a job or sticker I thought you were going to ask if they need chat Florida thank you very much feel free to alright then next thing on our agenda Ollie's pack never fun but the board to accept a couple of reservations your package will see that the first race of nation is from Karen Island that's a tough one Ford has any discussions around that or she's been a tremendous resource for us through this trying time 12 years 1112 falcon but we will certainly be sad to see her go but I wish her the best in her future endeavors entertain a motion to regretfully accept his resignation effective at the end of the school year, all those in favor say aye all those opposed next resignation that the board will hear is from Jake Hanson offered his resignation effective at the end of the school year words are second from the board around unfortunate entertain a motion to accept Jake Hansen's with nation effective June 30th 2023 all those in favor say aye but that was different so the final resignation of the board will need to go down this evening is from Mickey McGee she was offered her letter of resignation again effective June 30th 2020 any discussion what entertain a motion to accept Mickey McGee's resignation if I June 30th all those in favor say aye next item on the agenda nominations one of the happiest moments for superintendent is to get to no need to wonder. what is going to be returning to Grantham School District next year so you have before you everybody who will be at this is just for professional staff so these are the teachers and administrators who will be returning next year along with their I'm at the end of dollar question about the director of curriculum where are Plainfield in Cornish at so Kristen and the other two principles Audra Buckland and Karen denholm the three of them are in charge of search for that so the three of them are coordinating a really well balance committee from the three districts and we have 10 applications I think at this point at this point I don't think I started right I guess the calendar what's a good news any further discussion I will just say one thing as you're looking at nominations is that I'm with mrs. Mickey's resignation we do have a little bit of a shift in the model for student services of course the incoming superintendent made look at the model differently but for next year Jim Cota will be a director of student services building coordinator so she will be looking at a Pre-K through 6 Social Services for students and will be learning 7 through 12 and out-of-district under the mentorship of Mallinckrodt over who has agreed to come back as contracted services to oversee 7 through 12 out-of-district and to Mentor Jen Kota to learn that other aspects of the position so it's splitting the position a little bit but it's also a really stable and make sure that we got through next year we have other today transitions going on some other exciting things happen with that change which is as you'll see on your list that are names is going to be moving into us at preschool station there's no further discussion of motion to accept nominations as presenter all those in favor say aye next on our agenda superintendent search I think I didn't know where will be in the process so it looks like we need to move that to Mount Olive Great Neck I'm on the agenda school calendar which I understood Sydney right ingredients with three different number of students and teacher but we did the best that we could Kristen Audra Karen and I all work together with all three unions and we have been able to leverage professional development days because we really want very seriously leverage this new CIA director so all three districts now have common professional development days including as you see a block of two days in October 23rd and 24th I'm so that that's really going to be the time at the beginning of you're in those two October days to really dive into some really significant work among the three districts sharing people we don't know where we're going to be you know but we have the time available and it really was a collaborative effort for example I was at the a board meeting last night and to make this happen and they they they gave away a student day to make this happen you know so like everybody is really invested in making it work any questions or discussions around the 2324 Drive count okay cuz the second looks like a regular school day the first would be the holiday this year that we had to have that special originally had the second as a school day they have a meeting I think like a month before and they decided to take it off we had to meet about what we were going to do let's hope that doesn't happen again I already destroyed the last day of school for 2324 would be June 13th and there's how many snow days are built into this but we go by hours like that the state laws hours is so what we usually do and that's our next agenda item is that we always look at where we are with our and other things that are factors that come into play during the school year and then at this April meeting every year the board makes it about when the last day of school is if something really catastrophic happened we could tell the community that we're going to the 21st but that's what that signals but we have another question I have I wanted to put out there was we're still calling it October 9th Columbus Day to discuss. what the state calls at Columbus Day and I know this because I live in a state where it's not called Columbus Day and I work in a state where it is so I don't know so if I mean I suppose you could call it indigenous people's day but I would actually look at the legality of it cuz you are a state institution I don't think it's like a really big deal but I would check for you not a real huge deal I just think they put Columbus Day to indigenous people's day would that be I would be comfortable with that one question for you teacher workday on the 14th of June and then possibly Eagles robotics wires for the winter we have a week to kiss who also 5 days before. out we have a a day with no signal so we wouldn't do no way we so if there's no other discussion I think we need a motion to accept the draft calendar with the amendment of adding on October 9th Columbus / indigenous people day to the calendar all those in favor say aye and I will we have plenty of hours we have for snow days we will have had for conference days and three delayed opening we will have met our hours by June 7th so my recommendation Happy Joe's Pizza hours as they are the days as they are and ends as scheduled on June 15th we don't need to make any changes any discussion of the board about that I think we done with snow days next week looks like from Winter to April was a long month early this morning I was just a little discussion your kind of motion 2 finalize the final day of the 2020 to 2023 school year as June 15th all of the theater just to clarify you don't need to reboot but our last day of school is traditionally an early release that's how it's always been okay next item on our agenda the staff Appreciation Week ask Brenda about descendants 2 parently she already has something for me imagine my surprise that kind of thing so all the big stuff taken care of so I need someone to help set up on Friday afternoon after 3:30 what's the date the event is May 8th so that would be the fifth on Friday 50 setup help you know and that's it could I bring them the day before Thursday how to be set up as in this bathroom and we'll just have a couple of big tables and everything of the food never going to be put out so that's May for 4 in the morning so is everybody clear sounds maybe about I can try to make that all goes well I should be back in town by 4 so by Friday and that ice helped out are we talking like just like that 49 old pole Tyson Hillary is a request for certain kinds of juices or just whatever this whole week or Monday morning what is this Monday morning so I'll pick everything up and then deliver it on Monday morning finish putting everything out a Lobby trade and ready to go you just take it from the car put it on the table staff start coming in around 8 quarter of eight they usually have their own coffee so we'll just do juices and bagels and muffins and yogurt condiments to go with that thank you we don't need any other week we can now move on to policies Daniel probably looked a little guidance on you I'm I was assuming promotion can we do all the Motions everyday on your second reading the adoption with in one motion are doing in December gather the first policies that we will discuss and have action on tonight are c h a l c j a j l c d a g l c b c l c C & G i c h second reading adoption policies that we discussed at the last board meeting or event the first reading at the last board meeting any discussions around those policies take us to the question of emergency plan for the sports-related injuries and I guess did they call the sports-related injury that's just specifically for sports now and I've gone around with this day on this one we don't have sports but we still have to have this policy if it happens on the playground that's totally different or visit a PE class and they're playing tag welcome to my world explains my confusion you need to have it but it but it's grades 4 and above you are wired to have it that we could consider a good sign factors that it requires us to have an emergency plan is part of our emergency plan so you know Karen and Kristen are working on something in our emergency action plan every time I read those headlights any other discussion around the it's policies all right then I guess we should entertain a phones in use in school what about in case of emergency have worked with art at committing to work China's policy and they're here to answer any questions about that cuz that was one of the things that they address person during the school day so in the case of emergency they can't help their their phone and they have it for the end of the day when they're going off on the bus there wherever they're going that we have all the communication a structure in place to deal with communicating event happens while the kids are outside the kids are outside radio with whoever the staff member wasn't Injustice speak to the radios is pretty amazing I think we should probably talk about it before but when we're talking on the radio but please are on our same frequency and they're off in here or something that's a question before we even think the color I also want to say that part of the reason and Randy has shown us some things in the admin team meeting where they are some capabilities that I know about where he basically took an iPhone and set it up on the counter and then pushed his watch and had a record us without us knowing so kids can do that and it could be harassing you with this. and the age limit 21 accessibility you're not supposed to be using any of these things according to what is a Coppa is the law about that so technically you shouldn't shouldn't be provided why you not over here if we are. This tonight doesn't go into effect tomorrow I sent it home in my newsletter I'm an attached to it because I figured parents would really want to have input on this year in here from anybody we didn't have public input but I can send it out again you know after the first reading we did here at one point on one of our parents it's about how important it was for for parents to have their kids having them on the bus getting home walking home from the bus stop you know all of those kind of things you do all of that is still in place so they're allowed to use them on the bus I will have to check our bus policy and see I don't think they are allowed to use them on the bus we would have a separate must be something I can check that but there's also I know that they can't take pictures of each other on the bus cuz we've had issues with that but let me check the specific policy but it would be from the bus stop or need a ride or fussing, and I'm waiting at the bus stop alone just going to think you're off the bus walking home obviously in my automobile with you have to be looking it up one of our biggest discussions was we have instances in the last week or so and I know you probably received your messages with parents and you probably received the parents during this class when there are reasons for finally have found awesome kids texting each other on their watches and doing other things that it just be doing in school so it is like this isn't a phone anymore at the computer appreciate us holding a lot on them working in a high school like I do earlier we do it and do it right fowlerton allow them to zestimate their parents theme is needed but completely Franklin parents do need to get a hold of the kids for some particular reason they're at the school so our bus policy states do use their Electronics reasonably and safely with the volume down and or headphones and for personal use only not for a group there shall be no picture taking or social media transfers Wellness committee they just posted and we just finished the staff Wellness challenge with the last 3 weeks Norwegian for long week so you all know friend and I are on the same team and we won graduate and other than that I am off that we don't need to do anything I will submit my report as but I did want to do a just a quick update since we accepted the public funds for the play now and just an update that everything is becoming more attentive where we be eating up our contingency I have eliminated as much from the playground project as possible we might make it we might not but I want a very publicly and transparently state that once this gets going there maybe next year once they break ground and find out what's on so if everything goes perfectly right but there used to be out there and they actually have Plumbing to the modulars and electric to the modulars so what's going on in the back of my mind is when they Jack you know are we going to find out when we put in drainage do we need to do anything else so just put it out there that's all capital projects that also with the you know because it's you that everything is getting more expensive we did pull back as much as we could like we eliminated the trees we're going to do those at a later date we changed all the concrete to Asphalt which saved us a lot of money we changed our equipment which day that's a lot of money but like we paired back as much as we can for the project is actually happen but I just want to give everybody a heads up since I won't be here just watch out for those potentially unexpected things that will come Emily has your project manager she's totally on top of everything and she's going to be wonderful this is for summer job so she's going to be on site and I trust her completely but I just don't know what's going to happen when Wednesday go under 50 Cent what stadium is the consent agenda any questions from the board on Wave oh yeah I might add the occurrences into this and he already thank you for that these are the assurances that the thing that they are every year and our new board chair can sign them as long as the board approves them this is to actually get to sign a lot to me these are the assurances to accept All Federal grant money so this includes try the one title to settle for an 05 IPA and and anything else that might come along and sitting after comes with all the regulations that come with our program anything from the board in the program assurances Perry no questions or entertain a motion to prove the public assurances were provided 40 for the board chair to sign I think you would have crew Stephanie all those in favor say aye you're approving your administrative team to do about your credit score for free we have the listening session is wore out talking about this for a while and it's going to be a slower process French Montana I don't know if you remember that name he has been in charge of revising the minimum standards there are significant changes and he has offered to come around to any District that has wanted one to do the listening session for the community I got like six months ago the Grantham board said that you wanted one so I wanted to know if you wanted to try to set up a date in April and May it doesn't have to be a date that you can all make it do you want me to just set up a date you want it to be a date where you I'll be there do we want to talk about to remind at the school do we want to do it at Eastman they do something about it straight of rules that we operate all schools so they are our Playbook from everything that we do has to do with the f306 there in mystery with rules and the commissioner and the skateboard have decided that they're going to give him an overhaul so what they did was they hired an outside contractor this group from Fred remonte a private Consulting Group to do it and so it's been a group of about 1620 people who have gone through all the administrative Burleson said here here's what all schools are going to do I do have concern because there has there wasn't a single teacher on the committee there was only one superintendent when Acting Superintendent on the committee I have concerns that I've been approved already so they're going out for listening sessions to get feedback from the public I think really concerning for Equity you know what schools I think that it's concerning that for the members of the community have businesses that was directly profit from the changes are suggesting so it doesn't Statewide as many questions as you want you can make as many comments as you want anything summary of the points of this that would be available of I have the document but it's like policies has got like all the strike through the new language I have a summary of the concerns that the Superintendent's Association gave reaching higher data summary of their concerns and put a committee is submitting the concern of the app she was so like there's a whole bunch of different documents I'm not really sure would be but it would be the easiest thing to give you so I know there's things we should be very concerned how much ability do we have to stop things from the Ford I don't know can a lie like an executive order what's going on the record is the best we can do and again tying these to accepting money would they are within your presentations are low educate people on some of the changes ahead of time not really answer specific questions I know that there's been a request to have a state board member attend to every listening session you know I don't know if they would but that's a good request I hope that they do know so that at least the State Board member at least State Board member is actually listening to every public feedback if we did it we talked about maybe having centipede join us you know doing it more recently thing as other local talents will join us mom it is so I've read through them all and I think I find them concern are they available for us preview they're not easy I mean it's like reading your policies * 100 like a document that says like my father converted to bring a really are like extremely thorough and let me see those those documents those concerns may be benefits for either way you know as well as a jumping-off point and that's good because some of those documents are what it gets admitted to the State Board because if you hand them too much you know they I mean mid-to-late would be when are they deciding on it will be a long process I don't think there was a rush originally because originally they were going to rush to approval as is and now it seems to be a little delayed which isn't do we need to set the date or can we just I set the date in May and then you know whoever can make it they make it I do want to try and get a date on the books though because he's asking is that his schedule yet further I can do it today is no action for not going to work on it friend of circling back cuz I know Jen I don't believe questions on it and around it I do have one question in terms of the trust funds I see that they're all sitting with Bar Harbor Bank given some recent Regional banking issues in the $250,000 one a bank have we had any discussions about spreading around those five of those trucks on a few different local banks instead someone protect the bank fail any other questions or concerns with its Sunday dinner not sharing anything entertain a motion to accept the consent agenda as presented it's okay by Cher so yeah that would  you did all
