the first one here so Lukas Graham to Kansas and they completed 93 science and engineering events against approximately 1,000 high schools with high schoolers one from each of the state's food Connor McKinney and Idaho 24 * 51 and a mechanical engineering and Ella gesser Place 34th in Rihanna generation of senior directors award this one is really great for a music program for now there's just a lot of options if you never Smiles or just going out to Georgetown are spring trim trip was announced and there will be a police we had our national Honor Society language in Spanish Honor Society and the French Honor Society induction and there was some awards and religion that one is a little less Advanced campus to partying stuff in the French one met in the library and we went into sports I how to flag or Square Ultimate Frisbee soccer There karaoke making your own blankets there's a lot of activities and that was really fun and we also are yearbook photos Elijah memories resident and a great year and he didn't. teachers that I've ever had in my learning experience thus far Pinal County collection for an ounce in school or pronounce seeing her Wednesday how many in the gym Adidas Color Wars thing call bro I'm just out of cars and everybody ends up looking hopefully it will be hosting outside and a lot of our singers and many are band members on Lake Ida 70D price are coming and performing there and I forgot to mention that we actually have a banquet where we got 30 mg finals week so unkind 71 a French for Ward and a very good grammar award, which is a addition in math band and choir combination thank you for that special reward Strong Memorial Ward and then there are two more that are relating to highly skilled technicians in that so our band has the system where are they will have section leaders and those are the people that you go to if you're confused when you're playing trumpet you'll ask X person to help you with it because they had Hampton award it was one of those aboard and Holly Hermanson are they do 101 instrument and they are very very talented they got awarded for being outfit is very are insanely talented at all those guys are interested in submitted his final certification plan a completion plan for library media library media specialist I believe a full year ahead of schedule which is compared to the way that mr. colored she's here also I would like to thank Crystal darling who's there Westminster College meant for getting that final certification so we were very lucky all around and Mr Pollard and next year we are happy to honor this Jennifer Cota who has two exciting advancements tonight first of all she has achieved her cag's degree or certificate of advanced graduate study and at the same time her special education administrator certification and I will just say how excited we are at about her come on as our building coordinator next year thank you very much I'm not good with plants so I didn't touch them for very long they should be okay two people who unfortunately couldn't make it tonight Sam Hutchins is going to be honored for a track change which is a masters + 15 we were hoping she would come and bring the baby but unfortunately they couldn't make it and then we are also honoring Casey Sylvane who also has a track change going to Masters + 15 so congratulations and that's what we have to work presentation in action so I'm going to bring Tyler mean in as a panelist so people can see him and some of you who picked up the board packet physically have a physical audit book and Meredith is going to come in as well and others have you got it as a separate attachment just because it's so big hi Tyler hopefully you can hear us okay please buy start to be no skip work today you know my my connections seems like it's a little bit slow please let me know when I can turn the video off the try to preserve whatever bandwidth I do have over here all right so my name is Tyler I mean daughter in charge of the Grantham School District got it and I'm here to present the overall audit results and highlight some significant changes from prior periods so if you do have your reports in front of me I'm going to get some paid references listen mom report titles and if you don't have it with you if you want to take notes and follow along if you have questions you know at a later date you don't feel free to pass them through Sydney or Meredith and I don't mind addressing those at a later time and so we're going to start on the opinion page one in its title The Independent Auditor's report in this is you know the overall results the item and the format has changed slightly from past years the opinions the most important part of this whole report is right at so in you'll notice that you be school district received unmodified opinions on all opinion units which is the best possible audit opinion that we can render other changes to the overall for that is the they've also expanded upon the auditor's responsibilities with Sean Page to the various bullet points there additionally on page to there's a paragraph title change in accounting principle this is where we draw tension to changes that are passed down by the Gatsby that impact your financial statements this one happens to pertain to how leases are reported typically or in the past they were designated operating Capital leases Gatsby's kind of consult those into one reporting category be on this paragraph hear you guys have nothing to concern yourselves with cuz this was not really applicable to the district we assess all potential agreements that would have been applicable for reporting under Gatsby 87 and there were none that met the criteria for fy22 I hear little Frozen there was no single audit performed in this. Because the federal expenditures were for the the expenditure of federal awards did not exceed $750,000 if they were to we would have to perform at a separate single audit which focuses on the compliance or the use of those funds but that was not necessary for this current year so it's moving out to some of the financial statement schedule 3 on page 47 is is one of my favorite ones to ask to bring the board's attention to this shows the changes in their unassigned fund balance as well as a summary of the budgetary result the school district start with $43,391 unassigned fund balance in the entire amount was used to reduce the other District assessment overall there was a revenue surplus of $119,504 mainly caused by you know what the other local Revenue category and there was a significant return a surplus when he'll press the kind of drove that additionally There Was An Unexpected balance for appropriations of 300 $1,084 mainly due to save his instructions that were due to savings and payroll and out-of-district tuition over all that create a budgetary surplus at $420,588 which is the same as your unassigned fund balance of your rent further detail is provide how much revenue Surplus and unexpended balance with procreation that can be found on schedule one and schedule two pages 45 and 46 respectively so this style this basis of accounting and Reporting here budgetary basis this is how the business office tracks the information internally and this is how the information is reported to the state of New Hampshire for budgetary purposes and for annual reporting the next statements were going to move into call the basic financial statements and they utilize two different basis of accounting dip that different from the budgetary basis I'm the first of which is the modified accrual basis of accounting and if I draw your attention to note to be page 20 five that kind of just summarizes the overall changes on the long and short of it long and short of it in your case is the main difference between the budgetary basis in the modified accrual basis is because any expandable Tracer Capital reserves up the school district into the general fund to record as one and that is done so to be the road done so because Gabby 54 dictates that any fund that is Felicia or substantially supported by the general fund it needs to be combined to the general contractor or a Percocet so just that was just the overall explanation of that will go to those statements next so exhibit see one on page 13 this is the modified accrual basis of accounting so that calm that you see they're labeled General that is your budgetary general fund combined with your Expendable trust in your Capital reserves additionally in the modified accrual basis for you report your other phone as well so your grants fund is reported separately because it it met the definition of major essentially its assets like abilities revenue or expenditures or 10% over the overall of the whole District so that means that it gets record anything that does not meet that threshold is combined into that other governmental funds, and we do have further detail of those funds what makes them up that can be found on schedule for schedule five on page 4814 he's going to go to do those in in really any detail here but just wanted to have just wanted to give you guys that information if you're wondering what makes up those those categories they're so that is the balance sheet for the modified accrual basis so for the Revenant pictures that can be found on exhibit sheet 3 page 15 so same basis of accounting modified accrual this is the statement of Revenue expenditures and changes in fund balance so as I mentioned prior there's in the Basic Finance statements there is another basis of accounting that is recorded is considered the full of cruel similar what you'd seen in private practice Corporal type accounting and exhibit a starts on page 11 the governmental activities column that you see here it combines all the funds that you saw displayed on Exhibit C 1 Exhibit C 3 they are then combined with a long-term Assets in the long-term liabilities and any preferred employees are out. Resulting from those liabilities so Capital assets are are the main long-term asset there be added to this detail of that can be found on page 26 Note 5 and then long-term liabilities which are your pensions your other post-employment liabilities associated with the district's participation in New Hampshire retirement system and the plans projected current shortfall as of the end of June 30th 2020 so that is making up what you see there in the non-current obligations due in more than one year from primarily in more information on that can be found a note 8 page 27 if you if you wanted to see what truly makes up those long-term obligations so this is the presentation of your assets liabilities deferred inflows and outflows in related equity on the full accrual basis so exhibit B page 12 this prevents the revenue expenditure it's titled the statement of activities and it takes a different approach to reporting the revenue and expenditures it displays how program specific revenues offset the overall cost of a specific function so for instance. if you look at the non-instructional wine that pertains to your food service program so yet you have incurred 130 435000 expenses charges for services would have been what was charged for local meals to offset those costs an operating grants and contributions those would have been monies received from the state and federal government as reimbursements for speeding in the free and reduced meal program so it just takes that approach to show okay how are these functions program sustaining bore we utilized at General revenues which are mainly the school district assessment or state grants that are earmarked for a specific purpose part of the basic a financial statement is to also show how the modified accrual basis transitions into the full Crow basis in the first reconciliation schedule it was on Exhibit C 2 page 14 search by taking the total fund balance or just if you want to Picture This Way your total equity on the modified accrual basis right off at Exhibit C one and how all the various long-term assets and long-term liabilities Biddeford inflows and outflows have that check is your your fund balance to what your deposition become so you can see that either were adding the the overall Capital assets early accumulated depreciation the first inflows and outflows other long-term items not recognized on the modified accrual your interest payable bonds and then the net pension liability in the OPEC liability relating to the New Hampshire retirement system I referenced earlier so this shows the the overall total fund balance exhibit key for page 16 shows the change in your net income or your change and fund balance how that becomes the change in that position and if I didn't say before I don't remember on page 16 same idea takes the total change in fall Exhibit C 3 and it shows the effect of all those full of cruel or long-term items to show how that chain and unbalanced becomes a change in that position on exhibit B just to summarize over all the school districts Eve. unmodified opinions which are the best possible on all the painting units we did not identify any material weaknesses or significant significant deficiencies in the school district's internal controls those if they were present and we had identify them that would have reported in a management letter at the end of the record I would have drawn your attention to their earlier on I would say you know when the first year transition I think Merit did a great job you know transition from Karen overall we didn't really notice difference in our engines record-keeping Auto Repair in there so you know kudos to the satin balls and that is all for my my plans feel here are there any questions for me thank you so much for coming to her I would have a wonderful night and take care and I would also like to Brenda because they both have a lot to do with just keeping track of their all the papers on every account coming in and out of the FAU next thing on next item on our agenda the nurse job description so as we are we have over the last five or six years we've been going through the job descriptions to update then we only have a half listeners to job description I think three or four remaining so we're pretty much almost at the end but the nurse job description is here for your approval. I Wonder has already gone over it and thinks that it looks good Kristen Saturday you and if you have any changes you'd like to suggest we can put them in what were the major updates and what the actual day-to-day work involves I'm in nursing has had a couple of new additions in terms of for example you know State reporting and I mean they've always had to do state reporting but just like the way that we freeze that. keep that working without brakes or illness or you know up and down at her something like that but there weren't a whole lot of outrageous change it after the bachelor's degree it looked at the physical demands and they want to buy this questions about history oh here is it in required Education certification so I'm going to service in there or not but yeah we can look for that. Because I clean that up but that would be different from the position of school nurse it would be nice any questions if not I'll entertain a motion to accept being a nurse job after that all those in favor say aye I just said here by at least the next item when do the 2023 24 covid testing it's just the who has where there is no longer a covid pandemic Global Public Health Emergency we did finish out our bi-weekly pool testing throughout the year and the recommendation is that we just continue bi-weekly surveillance passing and that moving forward we just continue to follow CDC protocols as they continue to be updated and I say that with a j good news is that we're finished no need to continue this you need a motion to discontinue the bye week was the downstairs so you would need to discontinue that and then just kidding call ecdc protocols as they can get it be exactly what they are now cuz they send you the bi-weekly surveillance testing continue to follow CDC protocols as they continue to be updated all those in favor next on our agenda resignation so we do have a couple of resin date Rise of Nations I think some you already know about but this is the first meeting where they're coming to officially Kelly O'Reilly will be leaving us and she's going to be moving to the is it the southeast part of the state a little bit more just out to see her go and we also have two pair of Educators who are going to be finishing with us this year it will be Patricia Wells and Andrea Crocker do you need individual motion for each one or just accept any conversation then I will entertain a motion to accept the resignations as presented gratitude with resignation of nominations are nominations for the 2023 to 2024 school year so we have already need this fire cuz you would given me permission. I know this individual position but I'm very happy to announce that the director of curriculum instruction is that night will be Christian Downing will be coming to us around a Arts District we also have a nomination for our elementary teacher will be taking mr. Hanson Place and that is Joshua Kota I'm not sure if you remember but Josh was a pair of here for many years before he's finished his teaching certification and then we have a man carry as a no a school nurse who will be coming in to replacement the Skylander what was she doing she is also coming home care sorry you're so just not very happy with me right now I think that's the I will block my phone number what does that mean, how many years is it it is so basically every anybody who's in the collective bargaining agreement is on a grid and so what we do is we look for their degree in the number of years experience and then after they start with that degree or in general it related do education so if it would be like the number of years teaching or the number of your school nursing you know better we would depending on if there was nursing a hospital we would probably take some of that as experience or in the case of somebody's been a paraeducator like usually two years as a paraeducator is one year experience I take them together another discussion if not I know you're going to motion to accept the nomination as a prisoner ever motion problems just as a quick update we have only two more positions to hire and then when I finish with hiring and I just have to say we're very lucky because we're in a good place compared to any other District we have a knee replacement for Kelly O'Reilly we need to make a higher for special education case manager and then we have one pair of position open and then we're going down for next year though yeah yep and that will come up in winter in the next item actually I do we have his permission to hire a so usually when we get to the June board meeting that I asked the school board to give me permission to hire anybody who we need to hire over the summer so we do have a finalist for the special I gave manager and if she gives me permission to hire that or anything else that comes up I can make sure that the stabbing just keeps going and then you would pick up the hiring Authority again with either August or September I would entertain a motion to go get the hiring authority to the superintendent through through through all those next item on our agenda the superintendent search so we asked her where we do have a key look for an interim position what I would ask the board to do is give me permission to negotiate and offer interim superintendent position to is last name Kaden to start August 1st emotion from Leslie Denise all those in favor say aye next Virginia board meeting counter Retreat I just I threw this on here one because typically our board meetings are always the first Tuesday of the month he's going to little off that schedule to Spring a little bit with popping up by historically bad that has been what we've done one of his aborted attempt some sort of disgust that if that works for everyone and then also talk note does the word feel like they need a board retreat in July or the board not feel we need that in something to eat Cricket we start with the easier one of those the calendar Tuesdays pursued as much if you want to have them earlier and you a lot of places are starting at 5:30 now I don't know if you want to change the time how people feel about the retreat I know we and we've done them in the past usually had a focus area for them I'm completely open to suggestions and you got a lot going 90s for lunch and everything so the people feel like July the agreement to have a break I'm good with that as well really just want to let you know how people are feeling very silly from Sullivan family we are probably going to be gone right after the war at least three weeks and I think that's what we kind of are I certainly work we can do the five of us but I'm also sort of like if we're able to work things out with the engine and he does come on I would I could see us doing you know when we want to make sure to look like him he's going to want that anyways I'm eating so much and whether or not we do a couple meetings in August in one just said around planning with with them and I'm perfectly happy to buy July's going to be kind of crazy anyways so anyone feeling super shy when we should have a retreat now I would like not to retrieve them sometime once he is here and I'm feeling set a right now I'm hearing no no meaning or something with not meeting in July and then enter August board meeting will pick up let's go to make a sand spurs schedule come sit down with us. Next item on the agenda the transgender student procedure so we have started to talk about this a while back and the decision was made to to go with a procedure as opposed to a policy or several reasons I don't know if you want me to go over those again or if everybody's good so we did take the Glisan policy that was distributed to the board members as a review and this is Woodmen and I worked with that as a basis and try to pick it up Grand Am I would need at the procedure for a transgender and gender-nonconforming students so this is our first drafted at this isn't a policy so you don't necessarily have to do a first or second reading I wanted you to have a look at it and try and decide you listen to go out to parents for review to get paid back and then approve it at another time and if there are any major changes are out of that you'd like to see in it 1 can I find a share market down where are I guess more about 80 something centered around if the student has not aerojet Bill of Rights which would have stated that was just turned down into legislation that would have stated that no matter what is it will have to immediately disclose their parents if their child is gender non-conforming in anyway spell so basically we don't have an obligation to report but I know that our philosophy is that we want to we want to talk to parents we want to work with parents because unless there is a fear of you no danger for the student or you know anything else that could jeopardize the students mental or physical health I know that Miss with Misses women wouldn't want to have her community open communication with their parents yeah I think it was in here clear the name a guardian application it was more than a discussion around if a student wants to be call my preferred name the school will do that without the parent's knowledge is that is if I reading that correctly presently have a disability through any student that chooses not to use it gender-specific that's the only bathrooms we have right now that are separated by gender are the ones right across from dementia is there any education provided to the children like they're swollen General about this for a women come in and talk a little bit more about her hurricane but we've actually had parents for example when we start doing some of the sexuality discussions in grades five and six requests more education about transgender and I didn't work on the kids but it might be best to wait until you can talk in the swimming directly about where it is in her car bill I do have a little bit of a tight I do have a concern about so the child the student may choose a name that they are grade 2 at school but this is Karen possibly not in have any idea name a flower today so they're sunflower for the rest of the week it's a little bit different but similar situation the other the other aspects with some transitioning and if you look at it from the legal perspective there's a there's a certain threshold for making a bona fide transition rights. it might have a name that they prefer her while and then it changes and then it's something else then it changes again which is also coming you know forever with kids but making kind of a Bonafide transition is when they are named and they stick with it for an extended. Simon that they are you know insistent that that is their mean thank you for clearing that what's the school algebra students around if a parent doesn't work you said their kid in school we could under the law we can still call the sitting by the river and we were trying for the parents come to an understanding we haven't had I don't think the situation where a parent has refused in my recollection going to class dress like the 5th grade overnight trips power our children so according to this procedure they would go and stay overnight with preferred gender now. That's what we have done so I can tell you that we've had that situation come up on some of our away camps in my time and most often the student has wanted to do that they wanted to kind of stay in a separate room with a staff member so it's always been a house also ask him what the students feel comfortable with I can't think of a time other than we have had seen they separately with. But I can't think of a time where a student who is transitioning shows like the ultimate cabin in the Bible rapper names is where a lot of the heart of the issue is but you know I can tell you that misses women will want to talk to parents but there are certain cases where the child could be in Jeopardy if parents are informed and then the student is in jail mentally if we're not using the hurricane ungrateful procedure so where does the board want to move on what do you like to see women to come in and 20% or set up for me but I'm coming for her to answer questions me a real site Wrentham Village School if so kids dependent and family dependent and Lucille's in line with the way that we approach I need a motion to accept this person or you can wait and talk to mrs. thing when we know that we're going to be close to that number and then I just there's a lot of discussion and of course in paper these days about these three different budgets that are going for budget Senate budget Governor's budget and two of those wouldn't wind up giving Grantham an additional $100,000 and adequately in the governor's budget would have grabbed them getting about $400,000 more an inadequacy but I did want to put probably not that many districts with much lower socioeconomic status and Grantham would wind up getting less under all of these plans so I'm there still a lot of work to be done and then all of these budgets when they're talking about adequacy need the per student cost would go from 3878 to $4,100 and I just got it in my report that are for people crossing Grantham averages $22,000 there's a lot talk about these big budgets coming through and when you compare what's happening to what the local taxpayers will still be spending is still not fixed yet and then we just said we have the area agreement and as came up to the Eyrie agreement and just a quick reminder that grantham's turn to take over the facilitation of area meetings next year and that we do an area meeting in each school so I one thing I was just going to make a suggestion is that I mean you could be add but usual it helps if you have a board member who's always the area person you know and one person goes to meetings so you might want to think about that in the future and my last superintendent report my work meeting with slant Olean tonight I'm not thinking about it some fun
